Born on December 11, 1935, in Alt Meteln, Fischer trained as a master blacksmith and later became an engineer specializing in agricultural technology. He served as the Technical Director at a local agricultural cooperative and was a member of the NDPD faction in the East German parliament from 1967 to 1990.
