Major General Holger Nelson Toftoy (1902–1967) was a significant United States Army officer who played a key role in advancing early American rocketry post-World War II. He notably facilitated the immigration of German scientists to the U.S. to leverage their expertise, overseeing their relocation. In 1952, he directed the Ordnance Missile Laboratories and later served as deputy commanding general of the Army Ordnance Missile Command. He eventually became commanding general of the Aberdeen Proving Ground before retiring due to health issues in 1960.
