Heinz Preiss, born on December 23, 1942, in Linz, Austria, is an influential music educator, co-founder of the Upper Austrian Music School System, and a local politician in Kremsmünster. He served as President of the European Music School Union from 1980 to 1991 and as Vice-President from 1991 to 1995. In 1977, he took charge of the Upper Austrian Open Music School, becoming the first state music school director in the newly established state music school administration in 1990. He also led the Austrian Music Schools Conference from 1977.
