Harley D. Nygren was an American oceanographer and the first director of the National Oceanic and Atmospheric Administration Corps from 1970 to 1981. He participated in numerous Arctic and Antarctic expeditions and survey campaigns. Nygren began his military career volunteering for the U.S. Navy in 1942 and later served in various capacities, including as a damage control officer during nuclear tests in 1946. He contributed significantly to marine engineering and surveying before ascending to the rank of Rear Admiral in NOAA, with notable geographical features named in his honor.
