He studied mathematics, physics, and languages in Zurich and obtained his PhD in 1968 under Bartel Leendert van der Waerden, focusing on geometry. Frei worked as an instructor at the University of Notre Dame and became a professor at Laval University in Quebec in 1971. He is now retired and resides in Hombrechtikon, Switzerland. His research mainly revolves around number theory and the history of mathematics, particularly from the 19th and 20th centuries.
