Ghias A. Barakat is a Syrian academic and politician known for his leadership within the Arab Socialist Ba'ath Party and his role in higher education under President Bashar Al-Assad. He was a member of the Party's central leadership from 2000 to 2005 and headed the Higher Education and Scientific Research Office from 2006 to 2011. Barakat received his B.A. in English Language and Literature, an education diploma, and later earned both an MA and a PhD in Applied Linguistics with a focus on Teaching English as a Foreign Language.
