He served as the former director of the Institute of Statistical Mathematics and currently holds the position of director of the Research Organization of Information and Systems. Kitagawa is a pioneering researcher in time series analysis and is recognized for presenting the particle filter in January 1993. His father, Toshio Kitagawa, is a renowned mathematical statistician and professor emeritus at Kyushu University, and his sister, Yoshiko Takenaka, is a professor emeritus of mathematics at Keio University.
