He studied at Levanger lærerskole and the University of Oslo, earning degrees in pedagogy, sociology, mathematics, and psychology. Lyngen served as the school chief and later as the municipal chief executive in Tydal. He was the mayor from 1988 to 1999, elected on the Bygdefolkets list. Lyngen was also an author, contributing to several books. He passed away on April 3, 2017, in Tydal municipality.
