Elías Samuel Bolaños Avelar is a Salvadoran Roman Catholic bishop born on February 16, 1951, in Cutumay, El Salvador. He joined the Salesians of Don Bosco and was ordained a priest on October 27, 1979. On February 27, 1998, he was appointed Bishop of Zacatecoluca by Pope John Paul II, with his episcopal ordination taking place on March 25, 1998, officiated by Cardinal Miguel Obando Bravo. His consecrators included Archbishop Fernando Sáenz Lacalle and Bishop Romeo Tovar Astorga.
