He received the Presidential pension twice in 2000 and 2011. Talıbov served as a ship captain in the Caspian Sea Rescue Service of the Ministry of Emergency Situations. He was born on August 7, 1953, in Neftçala District and passed away on March 8, 2020, in the same location.
