Edward Nirmal Mangat Rai was a Punjabi Indian Christian diplomat who played a significant role in the administration of East Punjab and Jammu & Kashmir in the 1950s and 1960s. He served as Chief Secretary of East Punjab from 1957 to 1962 and of Jammu and Kashmir from 1964 to 1966. An educated individual from both India and England, Rai was a member of the Indian Civil Service and contributed to urban planning, notably in the design of the city of Chandigarh.
