Edward Nelson Parker was a United States Navy vice admiral, born on July 26, 1904, and died on October 15, 1989. A 1925 graduate of the United States Naval Academy, he was awarded the Navy Cross three times during World War II. He led the Armed Forces Special Weapons Project and the Defense Atomic Support Agency and played a key role at Offutt Air Force Base, developing nuclear targeting plans. Later, he served as the Assistant Director for the Weapons Evaluation and Control Bureau, initiating Project Cloud Gap for arms control measures.
