He held various positions including secretary at the Tribunal in Amsterdam, worked for the Bataafse Petroleum Maatschappij, and later served in the Dutch Emigration Service. Westerhuis became mayor of Doornspijk in 1964 and was involved in significant local controversies regarding Sunday swimming. He also served as mayor of the newly formed municipality of Elburg until his retirement in February 1983, passing away in 2009.
