He served as the Secretary of Science and Technology with the powers of a minister in the government of Fernando Collor de Mello from August 21, 1991, to April 1, 1992. Throughout his career, he made significant contributions to science and was honored with the Grand Cross of the National Order of Scientific Merit for his work.
