Born on October 8, 1909, he followed in his father's footsteps by joining the police force in 1929. Webb had an extensive career, including service as a public safety officer during World War II and later as a commander at Scotland Yard. He played a pivotal role in establishing the Special Patrol Group and received various honors, including the OBE in 1947 and the CVO in 1961. He retired in 1966.
