He was active in the Labour Party and was elected as a Member of the European Parliament in 1994 representing the Suffolk and South West Norfolk constituency. During his parliamentary term from July 19, 1994, to July 19, 1999, he was part of the Progressive Alliance of Socialists and Democrats. He also served as a Member of the European Parliament for the East of England constituency during the same period.
