Cornelius James Pelly was an Irish-born colonial official and diplomat, born on April 8, 1908, in County Galway. He was educated at Clongowes Wood College and Trinity College Dublin, obtaining a B.A. in 1928. Pelly served in the Indian Civil Service starting in 1931 and in Her Majesty's Diplomatic Service from 1947 to 1955, holding various positions including Political Officer in Sharjah, Bahrain, and Kuwait. He was honored as an OBE in 1944 and later became a CMG. Pelly married Una Patricia O'Shea in 1949 and had two children.
