Urstadt was an influential American real estate executive and investor, known for his significant role in the development of Battery Park City in Manhattan and the removal of rent control in New York. He served as New York State Housing Commissioner from 1969 to 1971 and was the first chairman of the Battery Park City Authority. Throughout his career, he worked with major real estate firms, including Douglas Elliman and Urstadt Biddle Properties, where he became chairman emeritus in 2019.
