Chang-hsien Tsai was a Taiwanese astronomer born on March 17, 1923, in Báng-kah during the Japanese occupation of Taiwan. He was a former soldier in the Imperial Japanese Army and later served as the president of the Maruyama Observatory. He passed away on February 3, 2009, in Zhongshan, Taipei. His contributions to astronomy and his historical background reflect a significant period in Taiwan's history.
