Bruce Estes Grooms is a retired vice admiral in the United States Navy, born in 1958. His final role was as Deputy Chief of Staff for Capability Development at Allied Command Transformation before retiring in June 2015. Previously, he commanded Submarine Group TWO and served as Vice Director of the Joint Staff. Additionally, he was the 81st Commandant of Midshipmen at the United States Naval Academy, focusing on the military and professional development of midshipmen. His promotion to vice admiral was announced in March 2013 by Defense Secretary Chuck Hagel.
