He graduated as a candidate in law from Lund University in 1965 and held various judicial roles, including fiscal at the Court of Appeal for Lower Norrland and assessor in the same court. Nilsson worked as a secretarial investigator for the Swedish Prison and Probation Service and was involved in legislative committees. He went on to hold positions in the Ministry of Finance and served as a Government Councillor and member of the Council on Legislation till 2007.
