Babken Sarkisov was a Soviet political and state figure born on December 8, 1913, in Shushi, which was part of the Elizavetpol Governorate in the Caucasus within the Russian Empire. He came from a family of civil servants and was a member of the Communist Party since 1939. Sarkisov graduated from the Energy Faculty of the Azerbaijan Industrial Institute in Baku in 1938 and later from the Higher Party School affiliated with the Central Committee of the Communist Party in Moscow in 1944. He passed away on February 4, 1999, in Yerevan, Armenia.
