Upchurch was known for his focus on urban infrastructure, including streets and water supply, and was recognized for his collaborative leadership style. He chose not to seek a sixth term and died of cancer shortly after retirement. In his memory, Raleigh's city government headquarters were named the Avery C. Upchurch Government Complex.
