Arturo Flores Mercado (1912-2002) was a Mexican doctor and politician born in Toluca. He trained as a surgeon at the National School of Medicine, later providing essential medical services in Ixtapan de la Sal, where he became one of the earliest doctors. He served as the town's mayor and as a member of the Congress of the State of Mexico and the federal deputy. His contributions include the construction of schools and health facilities. He also served as a lifelong municipal chronicler and received various recognitions throughout his life.
