Colonel Sir Arthur Edwin Young was a prominent British police officer and Commissioner of Police of the City of London from 1950 to 1971. He was the first Chief Constable of the Royal Ulster Constabulary and played a significant role in modernising police recruitment and training in the 1960s. Instrumental in the decolonisation of policing in the British Empire, his departure from Kenya in 1954 sparked political controversy. Known as the 'policeman's policeman', Young championed the welfare of police officers and emphasized the importance of positive community relations.
