Arthur Dunkel (August 26, 1932 - June 8, 2005) was a Swiss administrator born in Portugal. He served as the Director-General of the General Agreement on Tariffs and Trade (GATT) from 1980 to 1993. Dunkel was instrumental in the Uruguay Round negotiations, creating the 'Dunkel Draft' in December 1991, which summarized negotiations and addressed unresolved issues. His draft became foundational for the establishment of the World Trade Organization, despite some minor modifications regarding agriculture demanded by the United States and India.
