Armand Delsemme was a Belgian astronomer born in Verviers on February 1, 1918. He founded the Astronomical Society of Liège in 1938 while still a student at the Cointe Observatory. After World War II, he represented Belgium at the OECD and served as a professor of astrophysics and director at the University of Toledo Observatory in the United States until 1988. He was also a member of the American Astronomical Society.
