He played a significant role in the hydroelectric development of Northern Quebec and was the chief designer of the Louis-Hippolyte-La Fontaine tunnel-bridge in Montreal. Couture obtained a master's degree in structures and foundations from Laval University and worked at Lalonde Valois Lamarre Valois and Associates, contributing to James Bay hydroelectric development. From 1992, he served as president and CEO of Hydro-Québec for four years and held positions on various corporate boards. He was also a member of the Canadian Academy of Engineering.
