A lawyer educated at the Universidad Nacional Autónoma de Honduras, he also held various positions including Director at the Secretaría de Planificación and served as an Appeals Court Judge. From 1994 to 1999, he was the Attorney General and later represented Honduras at the UN. An accomplished author of over 20 works in politics and law, he received notable awards for his contributions.
