Born on July 16, 1943, in Pueblo Nuevo, Caldono, Cauca, he was the son of María Soledad Chocué Peña and José Domingo Ulcué Yajué, who served as governor of the local indigenous council for several annual terms. His humble home was made of cane walls, a thatched roof, and a dirt floor. He had two brothers and four sisters, highlighting his connection to his family and community.
