He began his career in the navy before joining the KGB in 1959, specializing in foreign intelligence and Afghani affairs. Golubev was notably involved in Operation Storm-333, which resulted in the overthrow of Afghan president Hafizullah Amin in 1979. Following the dissolution of the Soviet Union, he served in various capacities within Russia's security services and retired in 2001. Golubev was honored with multiple awards during his career and led the Council of Veterans afterward.
