It is located on the Ohio River at the mouth of the Little Sandy River, approximately 10 miles (16 km) northeast of Portsmouth, Ohio, and 100 miles (160 km) east of Lexington, Kentucky. The city has a population of approximately 1,100 people. The climate is humid subtropical, with hot, humid summers and mild winters. The average temperature in July is 77 °F (25 °C), and the average temperature in January is 32 °F (0 °C). The city was founded in 1792 by Colonel Christopher Greenup, a Revolutionary War veteran and the first governor of Kentucky. Greenup is home to the Greenup County Museum, which houses a collection of artifacts and documents related to the city's history. The city is also home to the Greenup County Courthouse, which was built in 1882 and is listed on the National Register of Historic Places.
